In 2024, Norway was the country that allocated the highest share of its gross national income (GNI) as official development aid grants in the world. Luxembourg and Sweden followed in the places behind. It is a target of the UN that countries should allocate at least 0.7 percent of their GNI to development aid. In 2024, only four countries fulfilled this target.
