Between 2000 and 2023, Russia decreased its carbon intensity, defined as energy-related COâ‚‚ emissions per one U.S. dollar of gross domestic product (GDP), by 2.15 percent on average each year. Between 2022 and 2023, Russia's carbon intensity decreased by three percent.

In 2019, the country ratified the Paris Agreement, an international treaty on climate change signed in 2015.
